The talent-cost frontier: where Europe’s best skills come cheapest

Deep talent is expensive in the West and cheap in the East — and the gap is starker than most site-selection shortlists assume. Only a handful of EU regions offer top-decile skills below the median cost.

Every location thesis eventually collides with the same trade-off: the deepest talent pools sit in the priciest places. Munich, Paris, Amsterdam, Stockholm, Copenhagen — world-class skills, world-class cost base. The received wisdom is that you pay for talent, and the only question is how much.

TerraSight’s talent pillar (tertiary attainment, lifelong learning, HRST knowledge-workers, scientists & engineers) and cost pillar (inverse of disposable income, a labour-cost proxy) let you plot both as EU percentiles and look for the exceptions — regions that break the trade-off. There are far fewer of them than a Western-centric shortlist assumes, and they cluster in one place.

What the screen shows

  • The frontier is Central-European: Warszawa (talent 96, cost 76), Warsaw-wschodni (talent 96, cost 76), Warsaw-zachodni (talent 96, cost 76), Grad Zagreb (talent 86, cost 81) deliver near-top-decile skills at costs most of Western Europe can’t touch.
  • Warsaw, Prague, Budapest, Vilnius and Zagreb all clear the 90th talent percentile while staying cheap — the classic “capital-city talent depth without capital-city cost” that nearshoring and shared-service mandates chase.
  • The Western contrast is brutal: Stockholms län (talent 99, cost 25), Byen København (talent 98, cost 7), Nordsjælland (talent 98, cost 7) — the same or higher talent, but a cost pillar in the bottom quartile. You are paying a large premium for a marginal skills difference.
  • This is not a call to offshore blindly: governance, language depth, connectivity and demographic durability still belong in the screen. But if talent-per-euro is the constraint, the efficient frontier runs through the CEE capitals, not the Western metros.
