The Nordic arbitrage: top-decile talent at a third of the housing cost
Sweden pairs Europe’s cheapest industrial power with deep talent pools — and regional house-price data shows which counties deliver both without capital-city costs.
4 Swedish counties score in the EU top decile for talent at less than 40% of Stockholm’s housing cost.
Industrial site selection in the Nordics usually starts and ends with power: Sweden and Norway publish the lowest industrial electricity prices in Europe, and every energy-intensive announcement of the past three years — battery plants, green steel, data centres — has followed the kilowatt-hour. The less-told story is what regional house-price data adds to the picture.
TerraSight now carries dwelling prices for every Swedish län, Finnish maakunta and Norwegian fylke, straight from the national statistical offices. Cross that against EU-percentile talent scores and the industrial map redraws itself: the constraint on Nordic expansion is not power or people — it is where your workforce can afford to live.
What the screen shows
Stockholm county scores 99.3 on talent — and 4,321 kSEK for an average sold flat.
Blekinge, Västmanlands, Södermanlands, Örebro: each holds a 90+ EU-percentile talent score with average flat prices between 1,312 and 1,429 kSEK — a fraction of the capital.
Every Nordic region in this table sits at the 97th–100th EU percentile for industrial energy cost. The power advantage is table stakes; housing affordability is the differentiator.
Finland’s version of the same trade: Tampere (Pirkanmaa) delivers metropolitan-grade talent at roughly two-thirds of Helsinki-Uusimaa’s €/m².

Dwelling prices in native currency and national definitions (SCB: avg sold tenant-owned flat; StatFin: €/m² old dwellings; SSB: NOK/m² all types) — comparable within, not across, countries.
For an energy-intensive employer, the screen suggests a simple heuristic: buy the power anywhere in the Nordics, but buy the workforce where a senior engineer’s salary still buys a family home. That list is shorter than the power map — and it is not the capitals.
