Two-thirds of Europe’s regions will shrink by 2040. Development demand will not.
EUROPOP2019 baseline projections mapped to 1,100+ NUTS-3 regions show where residential demand structurally compounds — and where 20-year underwrites quietly fail.

Residential development theses in Europe tend to be written country-by-country. The demographic data says that is the wrong resolution: within nearly every EU country, some regions compound population through 2040 while their neighbours empty out. Eurostat’s EUROPOP2019 baseline, projected at NUTS-3, makes the split explicit.
The headline is stark. Across the 1,100+ regions with projection coverage, roughly two in three shrink by 2040. For long-hold residential capital, the difference between the two lists is the difference between structural tailwind and managed decline.
What the screen shows
Gießen, Landkreis (DE) leads the large-region gainers at +47.7% to 2040.
The German pattern is the most investable: university- and metro-belt regions (Karlsruhe city, Barnim on the Berlin fringe, Göttingen) compound while much of the surrounding country flattens.
The Balearics compound on migration: Mallorca (population 971,068) is projected at +20.6% with a growth-momentum score of 80 — structural inbound demand, not a statistical artifact.
The largest structural losers are concentrated in Romania and Greece: Teleorman (-28.2%), Κεντρικός Τομέας Αθηνών (-27.1%), Botoşani (-23.9%) — each with over 300k residents today.
Projections are a baseline, not destiny: EUROPOP2019 predates recent migration waves and is published on NUTS-2016 boundaries, so ~90 recoded regions carry no value. Treat the direction as robust, the decimals as scenario input.
